During a two-hour visit to the Eyal Checkpoint near Tul Karm on a particularly cold January afternoon, hundreds of Palestinians, perhaps thousands, were on their way home. Aside from the few women, most of whom work in agriculture, they were men in clean clothes and tall, dirty boots, hinting that they work in construction. They had set out for Israel 14 hours earlier. Now, they will travel in a Palestinian taxi to their homes near Nablus, Jenin or Tul Karm, only to get up before dawn the next morning and start the exhausting trip all over again.

This is the reality for the 140,000 Palestinian workers now legally employed in Israel, of whom approximately 100,000 work within the Green Line, and the rest in settlements. They seem to have grown accustomed to the physical hardships of exiting and entering Israel – but not to the systematic exploitation that has been their daily routine for decades, in exchange for the right to work in Israel. The state is fully aware of the problem and has even tried to resolve it, but to date has failed to do so.

Under the current system, tens of thousands of Palestinian workers each pay 2,500 shekels a month in cash for a work permit in Israel that is not supposed to cost them a single cent. The money is divvied up between a Palestinian middleman and an Israeli contractor, either a Jew or an Arab. “As of now, I have paid out more than a quarter-million shekels this way,” says one longtime worker who was heading home through the Eyal crossing. “With that money, you could buy a house.”

You’re in their hands

The exploitation of the Palestinian workers derives from a system set up by Israel, partly due to its security needs. The process of being employed in Israel proper begins with an Israeli contractor filing an application for a work permit from the Population and Immigration Authority. At present, there are no fewer than 4,200 Israeli contractors on the authority’s list of companies that have received work permits for Palestinian workers.

Sources in the Defense Ministry’s Coordinator of Government Activities in the Territories unit (COGAT) explain that there is no other way to do it. “We want the worker to have a father and mother in Israel,” they say, “so that only those who clearly have an employer who needs them can enter.”

Even if this approach makes sense, its execution is riddled with issues. “A building contractor can also be someone who is looking for 10 people for a certain project,” explains Assaf Adiv, executive director of Maan Workers Association, which represents Palestinian workers in Israel. When the work ends, that contractor is supposed to inform the Population and Immigration Authority. But over the years an unlawful practice has taken root: Instead of returning these permits, many contractors sell them by way of a Palestinian middleman to the workers, who in practice show up to work for employers that are by no means approved by the Authority. Since the worker cannot enter without a permit, they ends up paying colossal sums of money to the middleman.”

That is just the start of a chain of events that has become well-oiled over the years. The Palestinian middleman keeps about 600 shekels (about $188) for himself, and the original contractor gets the remainder, in exchange for which he issues “his” employees a pay stub. These fake pay stubs do not include the actual number of days the employee worked or their real wages. The lower the amount paid by the contractor to the worker, the greater the amount that he pockets, although this will hurt him over time. If the worker dares to stop paying, the middleman will simply suspends their work permit.

“You pay every month, it doesn’t matter how much you worked,” say the workers at the border crossing. “During the holidays, you work less, but the middleman doesn’t care. You were injured on the job? It does make a difference. You’re in their hands.”

The system forces the workers to be dependent on middlemen, whose fee comes to about 20 percent of their gross wages, says Prof. Kenneth Mann. Mann is a founder of Public Defense, the public defender’s office in Israel’s Justice Ministry, and currently serves as executive director of the NGO LEAP (Legal Aid for Palestinians). “If these were Israeli employees, the authorities would not enable this unacceptable practice to take place. The authorities bear responsibility for the fact that the trade in these permits continues. They make it possible to exploit the Palestinian workers and to profit at their expense.”

Indeed, the permit, which is supposed to be free of charge, deducts a significant share of the wages – which are not that high to begin with. “What’s left for me?” says one of the workers, doing the math: “I get about 400 shekels a day, usually less than that, which comes to 8,000 shekels a month. Minus 2,500 shekels for the permit, 1,500 for travel to and from Israel, another few hundred shekels for food at work. What’s left is maybe 3,500 shekels for a five-day work week. The work is hard – my workday begins at 2 A.M. and ends when I get back home at 5 or 6 P.M. I often wonder if it wouldn’t be worth it to stay in Palestine and make 150 shekels a day. At the end, I get practically the same thing.”

Incidentally, this “permit tax” is being paid by relatively young workers, since Israel has decided that due to security considerations, workers aged 55 and up are no longer required to receive a permit through an employer. However, the number of potential workers of this age doing construction and agricultural work is scant.

“The issue of age is completely arbitrary,” says Adiv. “It would have been enough if they had reduced the age to 40, or if they had decided that people who have been working for a long time no longer need a permit with an employer’s name, in order to put an end to the exploitation of anyone coming to work for him.”

Passing the buck

Even though the permit trade is illegal, it is very organized. “Once a month, on the same date, I make my way to an office in Jenin. There sits a lawyer, who takes the money in cash,” explains one of the workers. Receipts or paperwork are out of the question, but as the workers said, anyone who does not pay will have their permit to work in Israel suspended.

When this reporter asks the workers to name the contractors who “employ” them, the workers have to pull up the permits on their smartphones to find the contractor’s names. They don’t know who they are, even though they are the ones giving them their pay slips.

The stubs themselves infuriate the workers. As they tell it, they work a full month, but they nevertheless show us stubs according to which they worked between seven and 11 days. “Israel sees exactly when I enter and when I exit,” says one worker. “How can it be that I came in for 20 days, but my stub says that I worked for seven?”

An inquiry with a COGAT commander reveals that they do indeed collect the entry and exit information of each worker. They all have a magnetic card that they scan upon coming into and leaving Israeli territory. But this information, the commander says, is considered “security related,” and is therefore not cross-referenced with the Population and Immigration Authority, which is responsible for looking into the contractors and supervising their work.

“I do not know why the worker entered Israel, or if they even made it to work,” says another COGAT source. “That is something that the Population and Immigration Authority should be looking into.”

Meanwhile, the authority is not taking responsibility. “If there is concern of a permit-selling industry, approach the police,” it said in response.

The permit industry is not only an ethical problem in which underprivileged workers face exploitation, but an economic issue as well. A report by the Institute for National Security Studies, written by Haggay Etkes of the Bank of Israel Research Department and Adnan Wifag of New York University-Abu Dhabi in 2021, paints a picture of an industry of gargantuan proportions that has only continued to grow.

“In 2019, about 43,000 workers purchased work permits for about NIS 2,300 per month,” the report said. “The revenues in 2019 totaled NIS 1.2 billion, and the [UN] International Labour Organization estimated the profits of the permit trade net of employers’ expenses (social security, pension, etc.) at NIS 427 million. The illicit permit trade declined by about 40 percent with the lockdown imposed following the outbreak of COVID-19 in 2020 Q2, but recovered during the second half of 2020. Hence, in 2020 about 40,000 workers purchased work permits for NIS 2,440/month, and the revenues totaled NIS 1 billion.”

As stated above, the trade in work permits is conducted openly. “Many permit brokers advertise on social networks with offers of various types of permits, and some have offices on main streets,” the report states. “In addition, about a fifth of the workers who purchase a permit sign an agreement with the broker or hand him a promissory note. The open sale of permits in the West Bank and use of formal legal documents in the sale indicate that both permit brokers and workers do not perceive these transactions as illegal, although it is not clear to us whether these transactions are technically prohibited by Palestinian law.”

Israel’s regulating agencies are familiar with this problematic phenomenon, and in December 2020 they announced a reform intended to bolster the negotiating power of the workers, at the expense of the employers and the permit brokers. The reform did away with each registered employer’s specific quota. In its place, it handed control over the quota to longtime workers who hold permits, and authorized them to approach any registered employer and conduct negotiations on new terms of employment. These negotiations can be held by means of an app developed for this specific purpose, and 10,000 workers have already signed up. Contractors seeking workers can now approach them directly, without the middleman.

Good intentions notwithstanding, the workers – at least those who were at the Eyal crossing that day – are still paying. They had not heard of the reform and knew nothing about the change. “The reform has not managed to put an end to this unacceptable system,” says Mann. Similarly, the INSS report says: “Neither the share of workers purchasing permits from permit holders nor permit prices declined during the first half of 2021.” COGAT sources confirm that the problem still exists. According to one high-ranking officer, all of the relevant parties recently convened for a discussion in an attempt to resolve the problem.

The INSS suggests solutions such as improving and expanding the use of the new app, while employing effective punitive measures against the Israeli contractors and the Palestinian middlemen, with the Palestinian Authority’s help. Conversely, the Maan association suggests taking it a step further and altogether neutralizing the control wielded by the employers, through issuing a sort of visa to Palestinians to work in Israel on the basis of preliminary security and criminal checks, without involving particular employers.

Adiv says that by implementing the 2020 reform, the authorities admitted that they were aware that “something is rotten in the state of permits.” Nevertheless, he adds, they are not taking any effective action “to investigate and punish those who have committed the crimes, who are making hundreds of millions of shekels a year on the black market. Based on our proposal, workers will not be chained to employers, and will therefore not require middlemen. Thus, in a single thrust, the permit trade will be eliminated.”

COGAT’s response: “COGAT, in collaboration with the relevant government ministries and enforcement authorities, is investing great efforts in combine forces to eradicate the phenomenon of the middlemen and the trade in employment permits for Palestinian workers. This is prompted by a moral and ethical obligation, with the objective of preventing harm to the rights of the Palestinian workers employed in Israel.” As such, it said, the organizations involved are working toward implementing the reform “with the understanding that it is a significant, positive step for the field of Palestinian employment in Israel. It is expected to improve the employment process for Palestinian workers while bolstering the direct contractual relationship between employee and employer.

“At the same time, government ministries are advancing additional steps. Upon their implementation, they are expected to make it even harder for the middlemen to continue unlawfully trading in employment permits for Palestinian workers.” These initiatives, it said, include working towards paying workers via the internet, “enlarging the permit quota and looking into the possibility – in conjunction with the Population and Immigration Authority – of creating employment quotas for the Israeli employers.”

The Population and Immigration Authority said: “The authority is responsible for granting permits to employers who are registered contractors, in accordance with information received from the Registrar of Contractors. The authority’s director-general took part in a roundtable discussion that examined the matter together with all of its partners – the Civil Administration, the Construction and Housing Ministry and the Justice Ministry – and at the present time, solutions are being advanced that will bring about changes in this area.”

Og så viser det seg at mannen var amerikansk statsborger.
Og USA forlanger forklaring på hva som skjedde.
 
IDF presses fra skanse til skanse.
Forklaringene holder ikke ... de er ikke å stole på.
 
Soldatene her kommer fra en religiøs enhet i IDF.
Og de har en gjentagende historie med overgrep.
Bør fanatisk religiøse være soldater?

Må de stå til rette for sine overgrep ... her med døden til følge for en amerikansk borger?

I en kommentar i Haaretz gir  innsender Sheren Falah Saab en klar melding om den siste avsløring om at massakrene skjer gjennom en israelsk film.

Hun sier: Dette har palestinerne visst hele tiden:

"Despite Palestinian testimonies about the massacre, proof and approval of the knowledge is still required from Jews to prove that a massacre indeed occurred, and not just from any Jews, but from fighters who were part of that colonial apparatus."

Og så går hun gjennom hele den tildekkingen Israel har gjort og gjør mht sannheten om palestinernes historie ... deres landsbyer , hus og hjem.

The day Palestinians’ native knowledge is legitimized and acceptable to Israeli ears, Jewish filmmakers and researchers will be able to spare us the embarrassing and subjugating reminder time after time. Tantura, as you have just discovered, illustrates the mechanisms of silencing and erasure that serve the Zionist narration of history – as all the information is buried in the archives just like Palestinians were buried without anyone knowing of their existence.

Gideon Levy wrote about the ghosts of Tantura, but the story extends much deeper than what you might think you know. It is a story about the control of knowledge, when the Zionist sovereign is the sole party responsible for burying the Nakba in various ways – in archives, by planting forests, through erasure. It’s the same mechanism that reinforces the Zionist supremacy that time after time gazes upon the Nakba “from above,” as if it had nothing to do with it.

Despite Palestinian testimonies about the massacre, proof and approval of the knowledge is still required from Jews to prove that a massacre indeed occurred, and not just from any Jews, but from fighters who were part of that colonial apparatus.

Over a decade ago, the Egyptian writer Radwa Ashour wrote the book “The Woman from Tantura” that was translated into English. The book is based on testimonies from the Tantura and includes testimonies from Palestinian men and women (because there were also women who were trapped in the cellars or escaped) who were there. But the book did not meet the test of the Zionist left, and also elicited an outcry from so-called Middle East experts who recite the Zionist line, denying the evidence and even claiming that Ashour was a liar and not credible.

Until just recently, they would have all said there was no massacre in Tantura. These are the same sort of voices that continually reject every testimony from Palestinians regarding 1948. Why should we believe the Palestinians? Who are they anyway? You’re right. You need a Jew to make a movie and present the testimony of Jews, who are the only credible and acceptable witnesses. And not just any Jews: It has to be the ones who committed the massacre.

So you’re horrified by the fact that there is a mass grave under the Dor Beach parking lot? Wait until you find out what happened to the Palestinian village of Bar’am whose inhabitants were expelled in 1948. The site is now called Kibbutz Bar’am. It was built on the ruins of the Palestinian houses that are within the national park there. The residents were not permitted to return to their village, as the ruins of the houses and the church of the village and the descendants of those who were expelled will testify. You don’t feel the ghosts when you’re on your hike in the national park there?

And what about Asqalan, now known as Ashkelon? And Um Rash-Rash now called Eilat, and Bisan now called Beit She’an? And if that’s not enough for you, you can go around the north where ghosts hover over every corner of the JNF forests adjacent to the Palestinian villages of Suhmata, Aqrath, Ibtan and Al-Bassa.

These names have no meaning to you. Now the cool thing is to talk about “Tantura” because the fighters who were there broke their silence, partially, in broken words. The sad thing is that in the whole film about Tantura, there is no genuine expression of remorse over what was done. I waited to hear something like that, but to them, an order is an order and was not to be questioned. Even now, the Zionist mechanisms of denial will work overtime to cast doubt on these testimonies. That’s how it works – confess, deny, erase, whitewash.

Indigenous Palestinian knowledge is more meaningful and valuable than any movie, but is given no outlet for expression or legitimacy in Israel, not even among the Zionist left. It’s so much more comfortable to be shocked from the side, because that doesn’t require any deep thought about the way in which the Palestinians’ history is being erased. Welcome to Tantura and all the other places like it.

So now we are all shocked by the settlers’ harsh violence against Palestinians and left-wing activists.

So now we are all shocked and even the Yesha Council of Jewish Settlements has denounced the contemptible assailants.

So now we are all shocked, but tomorrow we will have forgotten. Not only will we forget the incident, but we will forget the reason for the incident – the unbearable friction between two hostile populations, in a country lacking borders, with a small messianic and violent minority that knows no limits, that strives for the annexation of millions of Palestinians into the State of Israel, while destroying the Zionist dream, undermining democracy and forcing the views of a violent minority on the sane majority.

This minority has been leading the majority for years. It settles wherever and whenever it wants, calls a “young settlement” something that is clearly illegal and works unceasingly to create facts on the ground – facts they think will preclude any separation from the Palestinians.

As prime ministers, David Ben-Gurion, Yitzhak Rabin and Ariel Sharon all understood that Israel’s existence as the national home of the Jewish people and a free and democratic nation depends crucially on the division of the land and separating the Israeli and Palestinian populations. Israel is about 20 percent Arab today – a substantial and significant minority that must be integrated fully and equally into the life of the country.

If we were to annex Judea and Samaria, Arabs will become 38 percent of Israel’s population. If we were to also annex Gaza, the figure would rise to 47 percent. This is what the messianic far right wants – an apartheid state in which Jews oppress the Arabs, make their lives miserable and encourage them to emigrate.

A bitter accounting in blood exists between us and the Palestinians, a total lack of trust and very little hope for a better future. Under the circumstances, the best thing we can do is to separate. Israel must set its borders immediately, create a barrier between the populations and allow the Palestinians to shape their own future.

In 2005, when I was the commander of the Israel Defense Forces’ Judea and Samaria division, we began construction of a separation barrier around Gush Etzion, Ariel, Emmanuel and from Beit Aryeh toward Ariel. If this project had been completed, we would have today had a clear border and minimized the friction between the two populations.

Minimum friction does not bring immediate peace; it doesn’t guarantee of security. But it is a necessary condition for creating a pathway to separation, security and peace. It is reasonable to assume that the path to separation will have its ups and downs. But since when is the eternal people afraid to travel down a long road?

The area between Burin, Yitzhar and Givat Ronen has seen many incidents. There is not a single soldier who has served in the area who hasn’t witnessed the zealotry and violence of the settlers there, directed against soldiers and police officers as well as Palestinians. A civilized country must fight any group that does not accept its rule, even as it deals with the root causes of such violence.

The harshest, most bitter and most politically loaded root cause is the issue of control over the Palestinian population. This issue is behind most of the political violence in Israel, most of which comes from the ranks of the messianic extreme right. The time has come to decide: An Israel that preserves its Jewish and democratic identity is an Israel that acts vigorously to separate, so that our children will want to live here and sustain a free, democratic, progressive and prosperous country.

Innledning
Her kommer et innspill om det viktigste Karmøy kommune kan gjøre for å oppnå bedre folketallsutvikling de neste tiår:
Være aktive med å trekke til seg unge familier med barn.
Hele kommunen må være tilgjengelig for dette prioriterte målet.
Og nye trender  i tiden taler for at mulighetene her er økende.

Innspill
Karmøy bør:
1) Ha en aktiv og løpende oppfølging av nasjonal, regional og lokal demografi-utvikling
2) Ha en aktiv og løpende oppfølging av bostedsønskene til unge familier m/ barn
3) Ha en egen hjemmeside med informasjon om Karmøy og bosettingsmulighetene der
4) Invitere Lokalsamfunn og Velforeninger i Karmøy til å holde informasjon om sine områder og mulighetene for de som bor der
5) Ha politisk oppfølging av saksområdet i kommunestyret minst en gang i året
6) Ha arealplaner og reguleringsbestemmelser som er tilpasset Karmøy som både by- og landkommune, og der de fleste bor utenfor byene.

Bakgrunn og begrunnelse
Karmøys klart største utfordring er stagnasjon i befolkningsutvikling og økning i antall eldre i kommunen.
Da er det særdeles viktig at unge familier med barn vil etablere seg i kommunen.
 
Samfunnsplanens befolkningsprognoser fra SSB kan allerede være upresise og ikke ha fanget opp de aller siste utviklingstrekk mht flytteønsker for unge familier med barn.
Stikkord her er:
- Pandemi-effekt
- Nye arbeidsformer med hjemmekontor
- Grønn bølge 
- Rimeligere boliger
- Unge familiers ønske om rimelig bolig, gjerne landlig og med god uteplass til hage og lek, men allikevel med nærhet til byer med arbeidsplasser og sosiale møtesteder

Her har Karmøy rike muligheter til å få nye innbyggere ved aktivt arbeid.
Hele kommunen kvalifiserer og bør være tilgjengelig for tilflytting og eventuell nybygging der det er grunnlag for det, og det er ønsker om det.

Spesielt de lokalsamfunn som kan miste viktige byggeklosser i den kjeden som utgjør et levende lokalsamfunn må ha spesiell oppmerksomhet og gis mulighet for tilflytting og nybygging.

UK: Knekker Tory-regjeringen BBC?

Mange regimer misliker fri presse.
Nå prøver også Boris Johnsen seg i UK på dette med et ferskt  "BBC-trekk":
"BBC licence fee to be abolished in 2027 and funding frozen".
 
Det er Johnson's kulturminister Nadine Dorries, som melder nyheten.
The Guardian kommenter:
 "She said this would be the end of the current licence fee funding model for the BBC, raising doubts about the long-term financial future and editorial independence of the public service broadcaster under a Conservative government"
 
Dette betyr at etter 2027 er det uklart hva slags BBC som i det hele tatt består.
 
Det har lenge vært et mål for Toryene å redusere BBC's selvstendighet.
Siden 2010 har de økonimiske rammene blitt mindre og mindre.
Nå kan det i 2027 bli en helt ny situasjon.

Når man ser hva den engelske privateide presse står for ... da blir man skremt.
Hvis BBC skulle knekkes og det var høyre-kapitalens media som skulle råde ... hva har man da?

20/25990: Innspill til Samfunnsplan Karmøy kommune 2021-2030: Opprette prosjekt innen "Aktiv kulturminne-formidling"

Innspill
Karmøy bør:
1) Opprette et lokalt prosjekt innen "Aktiv kulturminne-formidling"
2) Innpasse og samordne prosjektet med tilsvarende forslag innsendt til Rogaland Fylkes Kulturminneplan
3) Sammen med Rogaland Fylke og Riksantikvaren søke etablert metodikk og struktur for aktiv bruk av QR-kode-metodikk til bruk på skilt og fysiske objekter. - Riksantikvarens "Kulturminnesøk" er en god plattform for en videreutviklet løsning, med hold av relevant oppslagbar informasjon.


Bakgrunn og begrunnelse
Karmøy har en rik historie og denne bør formidles bedre: 
Utfordringen er nettopp det: Formidling-Formidling-Formidling.
Bedre formidling vil styrke lokalkunnskap og identitet både for kommunen, men også for de enkelte lokalsamfunn.
Identitet og tilhørighet er en viktig kultur- og trivselsfaktor for alle årsklasser.
 
En organisering av historisk informasjon som kan være plattform for QR-merking av objekter vil åpne for lokal historieopplevelse og turer med bruk av moderne verktøy som smarttelefon etc. 
Dette er viktige folkehelse-bidrag.
Frivillige innen historie og lokale historielag kan bidra med ressurser og kompetanse.
Dette åpner for lokalt engasjement i strukturerte former. - Rogaland Historielag kan her være en medspiller for koordinert tilsvarende virksomhet i andre historielag.

Betydning for næringsvirksomhet og turisme
I utkast til Karmøy kommunes Samfunnsplan for 2021-2030 nevnes:
"Karmøysamfunnet har skapt en bærekraftig turist-næring, som fremmer kultur- og naturverdi".
Turist-interessen for Karmøy vil øke med moderne løsninger for historieformidling.

Nasjonalt prosjekt innen "Aktiv formidling"
Det er allerede et nasjonalt bibliotekprosjekt innen "Aktiv formidling".
Der er både økonomiske midler og et utdannelsesløp. 
"Bibliotekutvikling.no" sin informasjon om dette for 2022 ligger under Kilde.
Der nevnes spesifikt som en av målsettingene: "Å utvikle metoder for digital formidling".
Et lokalt prosjekt for Karmøy oppfyller derfor nasjonale målsettinger.
Og det kan gi resultater og etablere løsninger og verktøy som har interesse for andre kommuner og lokalsamfunn.
 
Anbefaling
Saksområdet tas med i Samfunnsdelen av kommuneplanen siden det påvirker så mange prioriterte felter.

"Deep State" i Israel?

Den erfarne kommentator Yossi Melman i Haaretz har en utblåsing.

Etter 38 års erfaring med forsvars- og overvåkingsorganene i Israel bruker han utrykket: "Deep State" om disses grep om domstolene:

"I’ve Been Covering Israeli Intelligence and Security for 38 Years. The Legal System Exhausts Me" (Haaretz 4. januar 2022)

Det dreier seg om sensur og hemmelighold ... såkalt "gag order":
Avisene får ikke skrive om saken ... det vedtar dommerne .... etter krav fra  forsvars- og sikkerhets-ledelsen.

Ved dette er stor og viktige saksområder lukket for innsikt.

Som Israels våpensalg til ulike regimer.

Som i Azerbadjan der ledelsen for en israelsk droneleverandør  skal ha deltatt i angrep mot Armenia for å demonstrere dronenes effektivitet.

About four and a half years ago, I exposed a suspicion of criminal behavior on the part of Aeronautics Ltd., a drone manufacturer from the city of Yavne, and some of its executives. According to the information I had, company employees had ordered that a specific activity be carried out, although they knew that in doing so they were in violation of the law that regulates defense exports. They did so at the request of a foreign country.

The company denied it. As a result of my report, Nir Ben Moshe, who headed the Defense Ministry’s security department, along with the Israel Police, were forced to open an investigation. They were blatantly reluctant to do so.

Since its establishment about 25 years ago by Avi Leumi, Aeronautics has changed hands several times, and at present it is owned by Rafael Advanced Defense Systems. Although its name has been tied to controversial arms deals in Nigeria and India totaling hundreds of millions of dollars, whose reverberations reached the courts, it has always remained the favorite of the defense establishment and its former officials. Among its former employees were Omri Sharon (son of former Prime Minister Ariel Sharon) and Itai Ashkenazi (son of former Foreign Minister Gabi Ashkenazi),Yaacov Peri former head of the Shin Bet security service Eitan Ben Eliyahu, former head of the air force and former Navy Commander Yedidya Yaari.

Immediately following my report in Maariv about the suspicions against Aeronautics, the police and defense officials rushed to ask the Rishon Letzion Magistrate’s Court to place a gag order on the affair. Judges Amit Michaels and Guy Avnon willingly acceded to the request. They later rejected my petition to revoke the order, which was submitted by attorney Elad Man, the legal adviser at Hatzlacha, an NGO that seeks to promote good governance.

The gag order was so sweeping that it even forbade the publication of information I had already published. And that was despite the fact that to this day, the information – including the name of the country in which the incident took place – is easily accessible to anyone on foreign media websites, on Wikipedia and on social media. And yet, the judges were willing to serve as extras in this theater of the absurd, which is being staged – not for the first time – by the defense establishment and the police. It should be noted that all the proceedings took place behind closed doors, some of them in the presence of only one side, after Man and I were removed from the courtroom.

What also contributed to the judges’ fear and awe was the fact that the Mossad intelligence agency intervened and handed down an opinion, warning that any report on the affair would harm Israel’s security interests. And if that weren’t enough, the defense minister of that country, which is considered a highly important strategic asset for Israel, visited Israel at the time and warned that security and intelligence-military cooperation with it would be undermined if the reports continued. The media in that country, which is headed by a corrupt dictator, cursed me and described me as an agent of another country that is engaged in a military conflict with it.

A few days ago, the State Prosecutor’s Office filed an indictment against Aeronautics and three of its executives, thereby confirming the accuracy of my original report from August 2017. But despite my satisfaction from helping to expose corruption, and thereby also contributing to democracy in Israel, my frustration and disappointment with the conduct of the defense and legal establishments only increased while I was covering the story.

I have been a journalist for 47 years, during 38 of which I specialized in covering intelligence and security affairs. For a substantial part of that time, as part of my writing assignments I petitioned the courts to lift gag orders on past and present corrupt and embarrassing security stories. With the perspective of age, I am aware that the situation is only continuing to deteriorate. The judges’ immune system and its ability to deal with the defense establishment is only becoming weaker.

I have accumulated experience in petitions that I submitted to all the courts in Israel: the Magistrate’s Court, District Court, Supreme Court and High Court of Justice. I appeared before justices considered “liberal,” including Aharon Barak, Ayala Procaccia, Menachem Mazuz, Yoram Danziger, Edna Arbel, Uri Shoham and current President Esther Hayut, and judges labeled “conservative”: David Mintz, Noam Sohlberg and Alex Stein.

When it came to security issues, there were no differences between them. Both groups stand at attention when they hear the word “security.”Both are lackeys of the defense establishment. They are willing to whitewash almost any injustice committed by the defense establishment, and to quickly brush aside, without a thorough discussion and while demonstrating a contemptuous and arrogant judgmental nature, any petition or request by media outlets, lawyers, human rights activists and any supporter of justice.

In recent years, the judges have received and justified decisions by the Defense Ministry and the Mossad to arm cruel dictators and leaders who violate human rights and in countries such as, to name a few, Azerbaijan, the Philippines, Myanmar, South Sudan and Saudi Arabia – and to prevent the publication of documents from the state archives about acts of slaughter, rape and expulsion during the 1948 War of Independence, about the murder of prisoners during wars or about intelligence operations in which drug dealers are involved. Of course, that’s all done in the name of “national security,” but the fact is that this term is sometimes used in vain in order to cover up failures and embarrassment, or to conceal illegal acts of which the defense establishment is ashamed of.

The “deep state” – meaning a state that is hidden beneath the surface – is a term from the field of political science. It describes a situation in which a secret group composed of hidden power networks operates independently, outside the country’s elected political leadership, and tries to advance its own agenda and goals.

The concept acquired prominence and legitimacy during the presidency of Donald Trump in the United States. Far-right circles there and in Israel began to use it to disseminate groundless conspiracy theories in order to attack left-wing and liberal circles, to weaken the legal system and the media and to undermine democracy.

But in Israel, this dubious term is metaphorically appropriate for describing the defense establishment, which operates like a state within a state and does almost anything it pleases, without effective parliamentary supervision, and with close cooperation and backing from the legal system. This combined pincer movement is exhausting the minority that is still ready to fight for justice, human rights and morality, and against injustices. I also feel that I’m exhausted and that I’m tilting at windmills, like Don Quixote. I will keep writing, but I’m losing the desire to petition the courts once again. Maybe I’ll try one more time.

Trusel mot demokratiet: Fragmentering i politikken senker beslutningsevnen

Tankevekkende artikkel i NY Times 29.12.2021 (se Kilde):

Fragmentering i politikken ... mange partier ... vanskeligå sikre stabilt demokratisk flertall som kan styre effektivt.
Mange mekanismer som nye media  åpner for særinteresser.
 
Viktig å erkjenne denne tilstanden som truer demokratiet.
Og for politikere med ansvar:
- Tørre å ta avgjørelser der dette er viktig.

Behov for politisk besluttsomhet om elkraft-kostnader

Det er blitt politisk behov for å ta noen raske, ja øyeblikkelige, beslutninger innen elkraft-området.

Så langt er det gjort greie nok vedtak om kortsiktig kostnads-lindring (priskompensasjon og avgiftsnedsettelse).
Men man kunne nok tatt hardere i ... siden dette har en kortsiktig effekt ... og inntektssiden for det offentlige (kraftprodusenter og gass-eiere) er så tydelige.

Å nedsette en kraftkommisjon er også rett ... å ta hele kraftområdet opp til ny gjennomgang.

MEN:
Man må i dagens situasjon ikke utsette beslutninger som kan  og bør tas nå .. for å gi utrederne et vidt nok mandat.
Beslutninger om langsiktig nivå for  moms og elavgift bør tas .

Dette vil kunne skape nødvendig politisk ro slik at man kan konsentrere seg mer om de langsiktige og vanskeligere fokusområdene.
En ny vurdering av nivået for moms og elavgift bør legge til grunn en raus holdning.
Mitt innspill fra februar  2019 kan tas med i tenkningen:
"Hvorfor skattlegge elekrisk kraft mer enn noe annet"

Personlig ville jeg redusert momsen til 15% og mer eller mindre tatt bort elavgiften.

Kostnadsnivået for elkraft er både en innsatsfaktor for industrien og en faktor i lønnsoppgjørene.
Så tydelige og raske beslutninger om ny-tenkning her er viktige signaler.

Ellers ville jeg tydelig markert en ny-orientert satsing  på energispareordninger "for de tusen hjem" med betydelige midler og enkel saksbehandling.
Her kan mye energi til oppvarming spares og arbeidsplasser skapes.

Til slutt:
Det er blitt et tema internasjonalt at politikere må ta raskere beslutninger ... og at politiske koalisjoner med ulikt utgangspunkt sliter med dette.
Dette bør man ta med seg i tenkningen. Og ihvertfall beslutte noe raskt der problemstillingene er kjente og oversiktlige.

Tragedien Hula-sjøen fortsetter.
Opprinnelig var det et stort våtmarksområde som Israel drenerte ut for å vinne jordbruksareal.
Det har gått helt galt ... området er jordbruksmessig ødelagt.
 
Av restene av innsjøen er laget en dam ... til denne trekkes store mengder trekkfugler.
Hula-dammen ligger midt i trekkruten for mange fuglerarter og er hel sentral som sted for mellomlanding
De israelske parkmyndighetene har derfor gjort Hula om til et område for "fugle-turister".
Og til og med brukt ordet "Eco" i sin markedsføring:
 "About Hula Lake Park - An Example in 21st Century Eco-Tourism(KKK-JNF)"

Men nå har det gått galt igjen ... og nå er det særdeles alvorlig
Man har lenge matet villfuglene i området for å få flere fugler der ... og det har man til de grader lyktes med.
Fugletettheten er økt og økt ... spesielt for traner ... og man er kommet langt utover tålegrensen for fugletetthet.
Nå dør tusenvis av traner ... av fugleinfluensa:
"Behind Israel’s Bird Flu Outbreak: Greed" 
 "5,000 cranes have died at Hula Lake and the number is sure to double."
"Greed for tourism income led to overfeeding and overcrowding, and now to illness and death"

Fugelinfluensaen i området har spredt seg til nærliggene eggprodusenter.
Tusenvis av fjærfe har måttet destrueres ... og det ligger an til knapphet på egg i Israel.
 
Det graverende er at man har tillatt denne potensielle fugleinfluensa -inkubatoren i et TREKKFUGL-område.
Da har man satt opp en potensiell pandemi-spreder.
Heldigvis angis det at fugleinfluensa i sine kjente varianter har liten spredningsevne til mennesker.
Men i de kjente tilfellene er fugleinfluensa svært dødelig.
 
Dette triste tilfellet med Hula-sjøen må gi lærdom.
Det må lages et internasjonalt regelverk for områder der trekkfugler samles.
Slik at disse ikke sprer fugleinfluensa i alle retninger.
Og aldeles ikke kan gi opphav til nye mutanter.

Hvorfor er ikke saken om hvem som drepte Alex Odeh løst?

Alex Odeh var leder for "American-Arab Anti-Discrimination Committee" i Santa Ana, California. 
Der ble han drept av et bombeangrep i 1985.
 
Tre mulige gjerningsmenn ble tidlig navngitt av FBI ... tilhengere av Meir Kahane i USA.
Problemet har vært at disse var flyktet til Israel.
Der er de kjente ytre-høyre-ekstremister.
 
Forsøk av FBI på å få utlevert de antatte drapsmenn fra Israel er blitt sabotert av israelske myndigheter ... med unntak av den ene ... som er blitt utlevert ... men for en annen drapssak.

Det er nå 36 år siden dette drapet.
Takket være gravende journalister i California er saken ikke blitt glemt og mer og mer informasjon er funnet.

Og nå er saken også blitt tema i Israel.
Hva/hvem er det som hindrer utlevering av mulige drapsmenn?:

Det mer enn antydes at det må være en politisk avgjørelse å la et utleveringsøsnke fra USA bli liggende og samle støv.
Kahane-tilhengerne i Israel er økende i antall og er politisk aktive.
Takket være Netanyahu er Kahane-tilhengere nå representert i Knesset ved Itamar Ben Gvir.

Det Likud glemmer er det omdømme som blir skapt hvis Israel er stedet der bombedrapsmenn kan gjemme seg.

Hva bør følgene være for de ansvarlige i Polen og Israel?
