The Palestinian Authority (PA) and its residents are facing a worsening, suffocating economic squeeze as Israel continues to withhold approximately 14 billion shekels ($4.8 billion) in tax revenue owed to the PA.
Israel claims that these funds, collected as customs duties on Palestinian imports, are being used to support terrorism. As the withheld sums accumulate month after month in Israeli coffers, the PA government in Ramallah has been forced to adopt increasingly severe austerity measures. This economic strain has persisted for nearly three years. The PA continues to rely on the public's nearly miraculous ability to endure shrinking resources while hoping for relief from international donors.

The third stage began in May 2025, when Finance Minister Bezalel Smotrich decided to withhold all remaining funds held by Israel. Last week, in a press release on the withholding of April's payments, Smotrich reiterated that the move was intended as a protest against what he described as "the authority's anti-Israel activity in international institutions (like the Hague Court) and its own encouragement of terror." Some of the withheld funds have been redirected to compensate Israeli families affected by Palestinian attacks.
